Manager - HSE Operations

Strategic & Leadership Responsibilities Support the HSSE Head on aligning and executing the annual QHSSE plan with Asyad Drydock and Asyad Group objectives* Lead, coach, and manage the performance of direct reports* Provide on-the-job training and constructive feedback to subordinates to support their overall development* Promote a culture of accountability, continuous improvement, and risk-based decision-making throughout all HSE functions* Contribute to HSSE annual objectives, KPI development, and performance reviews* Day-to-Day Activities Supervise day-to-day activities, providing health and safety advice to staff and to ADC, encouraging teamwork, facilitating related professional work processes, and resolving any escalated issues in order to ensure that work is correctly prioritised and completed as per procedures, standards, and departmental requirements* Health and Safety Compliance Ensure compliance with all relevant occupational health and safety procedures, standards, controls and systems across ADC projects to guarantee employee health and safety, production safety, compliance with requirements, and a responsible environmental attitude* Risk Assessments Implement techniques and other analyses to assess health and safety risks in order to identify and prevent hazards that may lead to significant losses and forward this information to the HSSE Manager and concerned parties to minimise risks* Inspections Supervise inspections of all work sites and shipyards, warehouses as well as ships under repair and carry out periodic inspections in shipyard areas to ensure compliance with health and safety standards and identify non-compliance, unsafe practices and conditions* Governance, Compliance & Reporting Ensure compliance with Omani laws, international regulations, and Asyad Group policies* Prepare and submit periodic HSE performance reports to the HSSE Head and management committees* Participate in internal and external audits, regulatory inspections, and management reviews* Contribute to the Business Continuity Management and Emergency Preparedness Framework for the Drydock* Incident Investigation and Analysis Follow-up on investigations of all health and safety-related incidents including near-misses in order to identify root causes and recommend corrective and preventive action* Contribute to the analyses of incidents and identify trends, vulnerabilities and liabilities that may be avoided by preventive techniques and procedures* Training and Awareness Provide appropriate health and safety training and awareness in order to maintain and increase readiness and competency of personnel to respond to any emergency or safety hazard* Collaboration Collaborate with all internal and external stakeholders as required on matters related to health, safety and environment in order to ensure updating of HSSE policies and procedures or creating awareness amongst the employees* Statistics and Reports Prepare or review in a timely and accurate manner, reports and statistics to meet HSSE policies and standards, and department requirements* Audits Review and oversee the development of relevant environmental, health and safety, security and fire and rescue system files and documents in order to support internal and external auditors in the completion of their work* Continuous Improvement Motivate subordinates and contribute to the identification of opportunities for the continuous improvement of systems, processes and practices taking into account leading practices, improvement of processes and productivity improvement* Policies, Systems, Processes & Procedures Implement approved HSSE policies, processes, and procedures, provide instructions to subordinates and monitor their adherence so that work is oMOTIC :QUALIFICATIONS, EXPERIENCE & SKILLS :Minimum Qualifications Bachelor’s degree in engineering, Occupational Health & Safety, Environmental Science, or related discipline* NEBOSH Diploma or equivalent professional certification is mandatory* ISO 45001 and ISO 14001 Lead Auditor qualification* :Minimum Experience Minimum 7 and above years of experience in HSSE management, with at least 3 years in a leadership role within shipyard, heavy industry, or oil & gas environment* Proven experience in developing and implementing HSSE systems in complex operational environments* :Job-Specific Knowledge & Skills In-depth knowledge of ISO standards (14001, 45001)* Expertise in incident investigation and root cause analysis* Proficient in risk assessment and mitigation strategies* Ability to foster a proactive and inclusive HSSE culture* Proficiency in Microsoft Office and HSSE management software* Leadership and team management* Strong analytical and problem-solving skills* Strong understanding of Omani HSSE legislation, IMO standards, and international safety codes* Effective communication and interpersonal abilities* الوصف الوظيفي المسؤوليات الإستراتيجية والقيادية • دعم رئيس المساهمة في إعداد الأهداف السنوية ومؤشرات الأداء ومراجعات الأداء الخاصة بقسم الصحة والسلامة والأمن والبيئة. المهام اليومية • الإشراف على الأنشطة اليومية، وتقديم الإرشادات الخاصة بالصحة والسلامة للموظفين ولحوض أسياد الجاف، وتشجيع العمل الجماعي، وتسهيل سير العمليات المهنية ذات الصلة، وحل أي قضايا تصعيدية لضمان تنظيم العمل وفق الإجراءات والمعايير ومتطلبات القسم. الالتزام بالصحة والسلامة • ضمان الالتزام بجميع إجراءات ومعايير وأنظمة الصحة والسلامة المهنية عبر مشاريع الحوض الجاف، بما يضمن سلامة الموظفين وسلامة الإنتاج والامتثال للأنظمة، إضافة إلى تعزيز المسؤولية البيئية. تقييم المخاطر • تطبيق الأساليب الفنية وإجراء التحليلات اللازمة لتقييم مخاطر الصحة والسلامة بهدف تحديد المخاطر ومنع حدوثها، ورفع النتائج لمدير الصحة والسلامة والجهات المعنية لتقليل احتمالية وقوع الحوادث. التفتيش • الإشراف على عمليات التفتيش لجميع مواقع العمل والأحواض والمخازن، إضافة إلى السفن قيد الإصلاح، وإجراء جولات تفتيش دورية لضمان الالتزام بمعايير الصحة والسلامة، وتحديد حالات عدم الامتثال والممارسات الخطرة. الحوكمة والامتثال والتقارير • ضمان الالتزام بالقوانين العُمانية واللوائح الدولية والسياسات المعتمدة في مجموعة أسياد. • إعداد وتقديم التقارير الدورية عن أداء الصحة والسلامة لرئيس القسم واللجان الإدارية. • المشاركة في عمليات التدقيق الداخلية والخارجية والتفتيشات الرقابية والمراجعات الإدارية. • المساهمة في إطار إدارة استمرارية الأعمال وخطط الجاهزية للطوارئ الخاصة بالحوض الجاف. التحقيق في الحوادث والتحليل • متابعة التحقيقات المتعلقة بجميع حوادث الصحة والسلامة، بما في ذلك الحوادث الوشيكة، لتحديد الأسباب الجذرية والتوصية بالإجراءات التصحيحية والوقائية. • المساهمة في تحليل الحوادث وتحديد الاتجاهات ونقاط الضعف المحتملة ووضع الإجراءات الوقائية المناسبة. التدريب والتوعية • تقديم التدريب والتوعية اللازمة بالصحة والسلامة بهدف تعزيز جاهزية الموظفين وقدرتهم على الاستجابة للحالات الطارئة والمخاطر. التعاون • التعاون مع جميع الجهات الداخلية والخارجية في كل ما يتعلق بالصحة والسلامة والبيئة، لضمان تحديث السياسات والإجراءات ونشر الوعي بين الموظفين. الإحصائيات والتقارير • إعداد أو مراجعة التقارير والإحصائيات الخاصة بالصحة والسلامة في الوقت المناسب، بما يتوافق مع السياسات والمعايير ومتطلبات القسم. التدقيق • مراجعة والإشراف على تطوير الملفات والوثائق المتعلقة بالسلامة والصحة والبيئة والأمن ومكافحة الحرائق والإنقاذ، لدعم المدققين الداخليين والخارجيين في إنجاز مهامهم. التحسين المستمر • تحفيز الموظفين والمساهمة في تحديد فرص التحسين المستمر للأنظمة والعمليات والممارسات، بما يتوافق مع أفضل الممارسات وتحسين الإنتاجية. السياسات والأنظمة والإجراءات • تنفيذ السياسات والإجراءات المعتمدة لقسم الصحة والسلامة والبيئة، وتقديم التعليمات للموظفين، ومتابعة التزامهم لضمان سير العمل بطريقة الاقتصادية الخاصة بالدقم (SEZAD) • وزارة الصحة ووزارة العمل • وزارة النقل والاتصالات وتقنية المعلومات المؤهلات والخبرات والمهارات المطلوبة المؤهلات العلمية: • درجة البكالوريوس في الهندسة أو الصحة والسلامة المهنية أو العلوم البيئية أو أي تخصص ذي صلة. • دبلوم NEBOSH أو ما يعادله (شرط أساسي) • مؤهل مدقق رئيسي ISO 45001 وISO 14001. الخبرة العملية: • خبرة عملية لا تقل عن 7 سنوات في مجال إدارة الصحة والسلامة والأمن والبيئة، على أن تتضمن ما لا يقل عن 3 سنوات في منصب قيادي ضمن بيئة أحواض بناء أو إصلاح السفن، أو الصناعات الثقيلة، أو قطاع النفط والغاز. • خبرة مثبتة في تطوير وتنفيذ أنظمة HSSE في بيئات تشغيلية معقدة. المعارف والمهارات: • معرفة متعمقة بمعايير ISO (14001, 45001) • خبرة في التحقيق في الحوادث وتحليل الأسباب الجذرية. • إجادة تقييم المخاطر ووضع استراتيجيات التخفيف. • القدرة على ترسيخ ثقافة استباقية وشاملة في مجال الصحة والسلامة والأمن والبيئة. • إجادة استخدام برامج Microsoft Office وبرامج إدارة الصحة والسلامة. • مهارات قيادة وإدارة فرق العمل. • مهارات تحليلية وحل المشكلات. • فهم قوي للتشريعات العُمانية الخاصة بالصحة والسلامة، ومعايير IMO، والأنظمة الدولية المعتمدة في السلامة. • مهارات تواصل وتفاعل ممتازة.
